These are good rules.
It's funny, I've had a girl do some of these and these definitely help end things.

I recently went through a breakup where I thought I wanted to end things, but was unsure. She did rule #1 with me almost immediately. The no contact, and declining my calls, definitely kept us from getting back together. After a month of trying, I finally got the hint and moved on.

the rest of the stuff is good too, it keeps you from reminding yourself of what you had so you can move on too.
good advice!
